objectionality the board? >> objection at the board? >> some people believe under every circumstance you can resolve the situation and you would never have to use a weapon to resolve yourself but that has not proven to be the case other time. >> what makes san francisco so resistant. >> i think the people of san francisco that object tasers are firmly of the opinion you would sell them, your fatal weapon, or you would use your taser every opportunity you have, every 30 seconds. >> reporter: is it right? >> i would say the tests over time nationally show that that is the case when you outfit an entire police department at the same time. that is not what i am asking for. we are suggesting we give it to 5% of the police department. the most well trained to deal with those in crisis and those most at need to use them.

>> if it changes hands -- i have been in my home 30 years. the next door neighbor on the left and right pay ten times in property taxes than what i pay. >> why is that? >> i think we do reach a tipping point at some point. again, not to give anyone a nervous attitude. no one is suggesting we should be suggesting how we adjust residential property taxes. >> commercial properties are up. they get transferred when companies sell, bought and sold. >> which means they are not reassessed, the commercial properties are not paying higher taxes. they are paying the same taxes they were 40 years ago. this is the most dramatic view of it. in 1978 the taxes have flipped. we residential owners are paying 06% and commercial 40%.

so, we are subsidizing very large corporations that are not paying their fair share. >> change that rule is changing the language and could be a problem for the legislature, re-dining what transfer is. you are initiative would go to a vote of the people, drop from 65% to 55%. >> because people put it in place. >> this could be done by the legislature. do you see the legislature taking on commercial interest because they are big bank rollers in politics? >> yes, they are. one way would be to make it clear that prop 13 does not cover commercial properties. that would have to go back to the voters roll, and our former assemblyman has been lead that charge. we have been trying to clarify what the definition of transfer of property is. unlike a homeowner, there are usually one or two owners to a

property. but for commercial properties there could be seven partners. as long as no more than 50% of the shares change hands, there is no transfer. commercial properties continue to increase in value, but we the people don't see any benefit in the amount of the property taxes. >> now that the democrat is in control of both house, last question really quick. what are the odds of us seeing a change in the next two years. >> depending on the different pieces? i am hoping we can get 2/3 of the legislature to put this idea of lowering the threshold specifically for partial taxes on the ballotment let the voters decide. with regard to the redefinition of transfer, that will be more difficult but i am also hoping we can do it. it is public policy. >> that doesn't necessarily mean it will work. >> you are right. and these business ventures have a lot of power in sacramento. yes, you are right. >> well, that is going to be interesting, because you know some of those business interests contribute a lot of

believes the sighting of one salmon does not mean there is a salmon run through town, but it is a step in the right direction. well, it is a nice day to do some fishing. the sun will be shining. >> it is not a beside idea. really. all the streams are flush with water and presumably with fish. we will get a little more water. we will have to wait until midweek. but the winds will pick up, northwesterly to 20 or 30 miles per hour. then we get plenty of sunshine through tuesday. next rain come into the bay area. not a big rainmaker but it will get things wet, maybe half an inch on wednesday. after that, i will say it in a minute, let's look at this. the eastern pacific and west coast, we have some high clouds that moved over the bay area yesterday. the high pressure is funneling most of the flow over the queen charlotte and british column why and into the inner mountain region. it is leaving us behind.

because this high pressure is building in, that will cause this northwesterly flow, kind of a dry direction, and as a result. plenty of sun, but as i say, a little windier than it was yesterday. but, what about the rain we were wrapped around last week. it really filled things up around the bay area. san francisco is now 1.5 times above average in time of year. look at these other numbers. santa rosa, more than a foot of rain! but on the other hand, we are nearly the season. it takes numbers to look at the performings and hopefully we continue to get the rain we hope to get. pinpoint forecast calling for temperatures in the mid 6 oswego today. not bad for -- mid 60s today. not bad for december.

there have to be restrictions in place. this is same sort of issue we have seen 2 supreme court address this year. for example, a group of police officers are allowed to follow you in your car. that is something you can do without a warrant, because you are on public streets. they said we should be able to drop a gps device on there and monitor you constantly. it is no different. >> the court said there is a difference. >> there is a substantive difference when it is a $300 device that you can there more months, vs. having a agent there 24 hours a day. that is worth a reasonable expectation that comes into play. people may understand other people have cell phones, officers in a crowd, but you don't expect a robotic camera frying above you 24 hours a day. >> let's not throw out the baby with the bath water here. are you willing to talk more with the sheriff's office about applicable resumes with your group and the aclu? >> sure, definitely. we think there should be

restrictions, but it doesn't mean there should be no cameras or drones. there are absolutely good reasons for environmental or otherwise. >> what about using them as a patrol vehicle. if you are in alameda county and somebody has a meth lab or various other things going on out there, this thing could be flying around and checking places out. are you as opposed to that, as well? >> well, it separates us from the idea of an officer in a patrol vehicle and that is a little alarming. for as long as there have been patrol vehicles there has been that kind of discretion put in place by the fact there has to be a person there. yes, for what a person can see from public streets. i think this idea that a camera would be gathering all that information without a person, you could imagine it is not just one drone. these are cheap to acquire. cheaper than an officer, and

could fly constantly. >> that is one of the reasons they want them, because of budget cuts. >> yes. we don't have the officers. it will be an interesting debate. i was talking the with supervisors and it is very up in the air with which way they will go. >> it is going to be interesting. it coming down to the perception of privacy. there is an inherent fear in america about big brother. >> it is a big concern. you see a lot of cameras on public streets these days and outside of businesses. they help catch criminals. >> two things. one in san francisco, a lot of the cameras have actually been used by defense attorneys because they improve their client wasn't the person accused 06 of the crime. that is one thing the aclu may think about. and the other thing, let's not forget when you think of drones, everybody has cameras on cell phones and putting them up on the internet all the time. so, big brother is little brother. >> right. california voters may be

wake of the prop 13. the tax measure. after the tax measure was passed, the governor's job approval rating went town 48%. nearly half of the people now think the state is going in the right direction. that is a difference. but 94% of those polled still believe that the state's fiscal future overall remain as problem. so, with numbers like that, we turned to former mayor and state assembly speaker willy brown and san francisco chronicle political reporter joe garifoli. our first question to the pair is it appears happy days are here again for california voters, but why are they feeling so good? >> they are feeling better. not a management of people are feeling good, but they are -- not a majority of people are feeling good, but they are feeling more optimistic. they think is state is on better financial footing. >> did you ever take stock when the public was feeling better or worse?

>> no, are youing me? i am more -- are you kidding me? i am more concerned about the votes. the public was basically in second place. i had to make sure the leadership was able to do what the leadership needed to do by first surviving and then working on products. period. and believe me, in the old days we didn't have any way to measure understandly public reaction. now you can measure public reaction in the middle of your debate. you can have people tweeting and responding on the floor as you debate. it is horrible. >> it is interesting. the polling that goes on and the amount of polling used during elections, now it is nonstop. >> it is 24/7. how are people feeling about prop 30, prop 13? there is instant analysis constantly. i think that leads the a little paralysis, don't you think? >> it totally and completely removes the deliberate process in. many cases people are expressing themselvess in the

polls and have no idea what they are talking about. they don't know the comprehensive nature, how it affects modesto, versus st. marys. they don't know any of those things. >> and the lobbyists and special interest groups walk in and say state assemblyman, here is a poll of your district and how it is playing. >> i give, i give! >> now we are making a point. >> yes. i want to make sure the member understands i am equal to the lobbyist. >> that is the only poll that matter in the. >> knocking on the door with a lot of cash.
